In 2022, Gov. Larry Hogan announced Maryland was officially dropping four-year degree requirements for many state jobs. This represented a significant milestone in the skills-based hiring movement and a dramatic shift in the way many state leaders approach workforce development reform. Now more than a year later, other states are beginning to follow Maryland’s lead. What steps can state leaders take to reform hiring policies in their states? And what else can they do to promote opportunity through reforms to their education and workforce systems?
